Serving communities from the Chesapeake to the Potomac, Walter Kirkland is exploring a vision rooted in service, integrity, and real results for families across Prince George’s, Calvert, Charles, St. Mary’s, and Anne Arundel counties.
For decades, Walter has mentored youth, supported seniors, partnered with nonprofits, and worked alongside community leaders to strengthen neighborhoods. He believes Maryland’s Fifth District deserves leadership that listens, shows up, and delivers practical solutions.

Safer Communities
Walter believes public safety starts with prevention, partnership, and accountability. His vision emphasizes community-based violence prevention, youth mentorship, mental-health crisis response, and stronger trust between residents, law enforcement, churches, and local organizations.
Stronger Schools & Workforce Pathways
Every child deserves opportunity regardless of ZIP code. Walter supports modernized schools, career and technical education, mentorship, competitive teacher pay, and clear pathways into high-demand fields like technology, healthcare, and skilled trades.
Healthcare Access Especially for Seniors
Healthcare should be affordable, accessible, and compassionate. Walter is focused on expanding community clinics and telehealth, strengthening aging-in-place programs, lowering prescription costs, improving mental-health access, and protecting seniors from neglect and exploitation.

Putting Artificial Intelligence to Work for People Not Against Them
Artificial Intelligence is already reshaping jobs, healthcare, and public services. The question is whether it will widen gaps or expand opportunity. Walter believes technology must serve people and not replace them.
