Housing: Make Homeownership Possible Again Walter Kirkland is a fighter who wants to make housing costs more affordable so Maryland families can build a future in their communities, not just rent a house in them. Today, it’s rigged against them. Rents are rising faster than family incomes. Starter homes are vanishing. And Wall Street is snapping up neighborhoods, making them into money-making machines. So Walter has a simple solution: put families first, make housing attainable again. Stop Wall Street From Buying Our Neighborhoods Walter will take on hedge funds and Wall Street investors who are making it difficult for families to afford homes. A house should belong to a family, not a portfolio. Build More Housing—Faster and Smarter You can’t solve a shortage without building more homes. Walter will strengthen and modernize the Low-Income Housing Tax Credit program and cut federal red tape to speed up construction of mixed-income, workforce, and ‘missing middle’ housing. Protect and Preserve What We Have Walter will invest in revitalizing existing housing stock to maintain their affordability, so families aren’t displaced as property values rise. Create Real Pathways to Homeownership Homeownership is out of reach for too many families. Walter will expand down payment assistance, enforce fair lending laws, and increase access to credit so first-time buyers can compete—and win. Today, far too many families in Maryland’s Fifth District are struggling in silence, facing wait times, costs, and a lack of access to the care they need. No family in Maryland’s Fifth District should have to travel an hour for care, nor should they have to go broke getting healthy. Walter Kirkland is dedicated to building a healthcare system that works for all Maryland families, especially in the areas of mental health care and addiction. Expand Access Where It’s Needed Most Walter Kirkland will expand access to mental health care in underserved communities by investing in community health centers, telehealth, and incentives for providers to practice in these communities. Mental health care is public safety, too, and Walter Kirkland believes in integrating mental health response teams into the public safety response structure, so individuals in crisis receive the care they need, not the crisis they are in. Combating Addiction and the Opioid Crisis Walter Kirkland is dedicated to tackling the addiction crisis in Maryland’s Fifth District, focusing on real solutions that help people rebuild their lives, build stronger families, and create a healthier Maryland. Lowering the Costs and Ending Insurance Barriers Walter Kirkland will ensure that insurance companies are held accountable for equal coverage of mental health services, while tackling the costs of prescriptions, treatments, and services. Building the Healthcare Workforce Walter Kirkland will expand nursing programs, behavioral health programs, and support loan forgiveness programs for those providers willing to commit to these communities. In an age where voting rights are under attack and faith in our government is being tested, Walter knows that the power must remain in the hands of the people, where it belongs. In a true democracy, the people elect their leaders, not the other way around. Every citizen deserves equal protection under the law, a fair voice in our elections, and a government that is accountable to the people, not the interests of the wealthy and corporate America. Walter’s agenda is about strengthening our democracy, restoring faith in government, and protecting the civil rights of all Americans. Get Big Money Out of Politics Walter will support the overturning of the Citizens United decision and the reduction of the influence of big corporate money in politics so the voices of everyday people count more than the voices of the rich and powerful. Restore Accountability in Government Walter will support banning members of Congress from trading individual stocks so there is no conflict of interest. Transportation Walter Kirkland is working hard to make transportation more modernized so that families in Maryland’s Fifth District are able to get to and from work and school safely and on time. Right now, families in Prince George’s and Southern Maryland are stuck in traffic for hours and are wasting precious time and money. That’s why Walter believes that we need more targeted investments by the federal government to solve this problem. Make Rapid Transit a Reality Walter will fight for full funding and breaking ground for the Southern Maryland Rapid Transit (SMRT) system. This will give families in the Fifth District a much-needed and reliable transportation system along the MD 5 and US 301 corridor in Charles and Prince George’s Counties. Reduce Congestion and Improve Safety Walter will fight for more federal funding for the MD 3/US 301 highway expansion and improvements for other critical corridors such as MD 5, US 301, and MD 210. Modernize Metro A great Maryland needs a great Metro system. Walter believes in investing in modernization and reliability so that Maryland families can count on Metro every day. Expand Commuter Options Walter will expand bus services and increase the number of park and ride spots and connections to the Metro and other employment centers. This will give Maryland families more options than sitting in traffic. Protect Maryland’s Federal Funding Walter will fight for Maryland’s full allocation of federal infrastructure dollars so that critical transportation needs are met without increasing the burden on Maryland taxpayers. EducationI’m fighting to ensure that families in Maryland’s Fifth have access to high-quality education and childcare. With the Trump Administration’s attempt to shut down the Department of Education, it’s imperative that Congress acts swiftly to counteract the detrimental policies that this administration is pushing forward and to ensure that students of all ages and backgrounds have access to the tools they need to learn and thrive in our country. If elected, I will continue to be a vocal advocate for equitable and fair funding that promotes understanding and education across backgrounds and income levels. Agenda: Improve our K-12 public schools by paying our teachers more. Improve the quality of K-12 public education by investing in our schools and our teachers. Make childcare a reality for working families. Make childcare and early education a universal and accessible option so that no working parent has to choose between their career and their child. Increase funding to Title I. Increase funding to Title I, which is our country’s largest federal K-12 program. Reform our student loan forgiveness programs. Restore and expand our student loan forgiveness programs and income-driven repayment plans. Invest in new pathways to good-paying jobs. Invest in our community colleges and trade schools across Maryland’s Fifth to ensure that there are high-quality and diverse pathways to good-paying jobs. Mobilize investments to our HBCUs. Mobilize federal investments into Maryland’s four Historically Black Colleges and Universities. Protect our children from gun violence. Protect our schools and our children from gun violence by passing gun safety reforms and providing mental health support for our children.
